Much better. I've uploaded with one minor correction: I moved

  * Initial Debian release.

up to 1.4.3-1 paragraph.

Could you please tell me where copyright/License-Grant fields came from?
I've seen no mentioning of such fields in 

    http://www.debian.org/doc/packaging-manuals/copyright-format/1.0/

As for future improvements please consider integrating xkcdpass with system-
wide wordlist at "/usr/share/dict/words" (see corresponding packages 
"wamerican" and "dictionaries-common").

Also (I'm sure I've already mentioned it) you might want to consider 
maintaining your copyright information in "copyright" file and therefore 
remove redundant fragment from "rules".
