Yes please :-) We don't have a policy yet, I think you can just apply the debian-science policy with s/debian-science/debian-astro/. The essential steps are to put debian-astro-maintainers@lists.alioth.d.o in the Maintainer field, yourself as Uploader, and putting the package in a git repository on alioth under /git/debian-astro.
