Hi, There is/was a previous ITP for parti. Please see #569203.
IMO, the parti window manager is not ready to be used by end users. However, xpra is very usable but it has some issues with keyboard management. I use this tool ocassionally without issues. Anyway, the previous ITP only provides two binary packages (parti and python-wimpiggy). If there is any interest in Debian to upload this package I don't really care if this is maintained under collab-maint or PAPT but I would like to be involved as co-maintainer. I think as next step to have this available in Debian, we should contact upstream to know their plans about the future of this software.
