As long as there is no way to properly contribute to someone else's repo
(because there is no way to find what workflow you need to use and also
learning a new workflow for every repo is too time-consuming and also not
in all repos HEAD corresponds to the last unstable upload, shifting in
either direction) basing NMUs on .dsc from the archive is the only
scalable way.

We want^W^WIt would be better to discourage this, of course, by
standartizing a single worklow or two, but people will resign. And I don't
have a proposed solution to "the repo has changes on top of the last
unstable upload".
