It's not quite as trivial as I'd like to pack git archives (shallow or not) so that they can be mirrored and mostly-seamlessly unpacked at the destination, but it's possible. You can even do it incrementally.
See "man git-pack-objects" for the gritty low-level details.I'm not aware of a high-level wrapper for "offline" git repository mirroring, much less doing it incrementally, but I don't see any fundamental reason why it shouldn't be possible.
