I think that field might pose a problem for team-maintained packages -- which of the persons in Uploaders: would it apply to? Or is it an additional requirement, i.e. "if $person is a DM _and_ $package listing her as an uploader has 'DM-Upload: yes' set, then $person may upload $package"?
