/etc/default/stunnel4 exists but lacks ENABLED. My best guess is that
systemd obsoleted it. Stunnel needs https://wiki.debian.org/Stunnel 
with current documentation.

Likely you have read the unit file and 
<file:///usr/share/doc/stunnel4/README.Debian>, so you may be a better 
candidate than other subscribers for updating the wiki.
