# grep startup /etc/default/shorewall

And does 'systemctl status shorewall' show that it is enabled?

# systemctl status shorewall

Looks like the service is not starting at boot:

$ systemctl is-enabled shorewall

If this is the case, simply "enable"ed via systemd.
