It looks like the package is part of non-free. See <https://packages.debian.org/search?keywords=hfsprogs>. I _think_ hfsprogs is part of non-free because Apple did not release the source code under an appropriate license, but I might be mistaken. I usually see hfsprogs discussed on the debian-powerpc mailing list. You might try using a powerpc-based iso on an old PowerMac.
