The bug that documents rsyslog moving from priority: 'important' to
to 'optional' (which I think must have been the change which resulted
in rsyslog not being installed by default from Bookworm onwards) is <https://bugs.debian.org/1018788>. The rationale offered there is "I want to avoid that log data is stored twice on disk."

The bug also references an earlier 2021 thread on debian-devel@:
