My understanding is that the systemd journal Is Not Going Away And Tough Nuts To You If You Don't Like It. With that in mind, the human-readable log files were considered redundant, and removing rsyslog from the default package set reduces "wasted" disk space storing two copies of the same logs. Now, you might ask why the systemd journal is being preferred and kept over human-readable log files. I don't think anyone on debian-user knows the answer to this. So, I would advise not bothering to ask here.
