The move of all the official Debian channels to OFTC happened about 18

The #debian channel on Libera (formerly on Freenode, which in turn was
formerly known as OPN) is an "unofficial" one, despite being fairly
popular.  This has been the case since the OFTC move in 2006.

Freenode is now defunct, or should be considered defunct.  It underwent
a change of management in 2001, followed by a huge amount of drama,
and essentially every channel left, going largely to Libera, or in some
cases to OFTC, or other networks.
