The move of all the official Debian channels to OFTC happened about 18 years ago. <https://lwn.net/Articles/184937/> The #debian channel on Libera (formerly on Freenode, which in turn was formerly known as OPN) is an "unofficial" one, despite being fairly popular. This has been the case since the OFTC move in 2006. Freenode is now defunct, or should be considered defunct.
