One place to start, especially if you are interested in Debian, might be the debian-user mailing list. Many of the concepts discussed there also apply to other distributions, although slight adjustments in actual implementation may be required. The Arch and Gentoo wikis also feature much useful material, although for obvious reasons primarily geared toward those respective distributions; so again, if you're using something which is not Arch or Gentoo some adjustments might be needed to fit your distribution of choice. I can also recommend joining discussion forums for major pieces of software you're running.
