- Ubuntu kernels are heavily patched
- It may be some driver parameter
- It may be related to some other package (wireless-regdb, etc.)

- You may compare logs and try to find error messages in bug trackers.
- You may inspect modules configuration in Ubuntu
- You may try to obtain more info related to device state using tools like iw to compare working/broken states
- You may try to break it in Ubuntu by e.g. installing vanilla kernel

I assume that you have properly tried the same firmware versions on Debian and Ubuntu (for Intel wifi range of supported firmware versions is hardcoded in kernel driver, so it depends on kernel version).

You may ask people on various channels (Debian forum, reddit, etc.) if somebody has exactly the same model/revision working (lspci -nn).
