Well, you are. Just not in the normal way. You've got one OS permanently installed on the disk, and one on a removable device. That's two, "dual". You're booting them both. Thus, dual-booting. You've been given a workaround: reconfigure Windows to use UTC. If you want debian-live to be changed so that it doesn't set the hardware clock on shutdown, contact the debian-live mailing list.
