Try setting repeat_type=raw in /etc/gpm.conf and the point the mouse in X to /dev/gpmdata and use the driver for the mouse. Make sure that the isn't another mouse configuration using /dev/psaux or similar (sometimes there is more then one mouse configured, make sure that the right one is used).
