At least with Xetex and Luatex compilers both tilde (~) and U+00A0 NO-BREAK SPACE can be used as a non-breaking space. There is one difference. Tilde is a stretchable space just like normal word space. U+00A0 is a fixed-width space and more suitable for keeping some closely related parts together.
