On my machine it is "left click"
I had to use the "Menu" option to force it all the way left.
I have another machine I can experiment with later to tabulate what

It seems to be working as you described now.
I'm using Debian 9.8 with MATE desktop on a Dell Latitude E6410.
I've had other mouse click anomalies before but they have not been
reproducible.
To prevent moving you can then right click and select the Lock To
Panel box.
