According to https://lists.debian.org/stats/ there are 3286 subscribers to this list. This does NOT include all those following the list via alternate channels (Gmane, Google Groups, NNTP, etc.) Without an accurate count I'd say only about 1% (or less) of the subscribers are actually participating in these discussion. In my opinion this is the very definition of "vocal minority".
