This rings a bell. I needed gaf (a separate utility with some new graphic rendering features) for a project over a year ago [1], and it only existed in geda-gaf 1.9.0 and later. This never seems to have got near Debian, which has nothing later than 1.8.2, but I must have found it somewhere. It's quite odd, I really don't recall compiling it, but my binary files seem to have no identification, are all dated 25th May 2013, and I can find no trace of a downloaded .deb or similar. I have to conclude that I did compile it, presumably from source straight from the geda site. The binaries include gschem and gattrib, as well as gaf and the utilities you list above and the complete symbol library. There seems to be a few references to 1.9.0 and 1.9.1 packages, but it all seems experimental so far. I think if gaf is needed, building 1.9.0 or 1.9.1 from source is still the only practical option.
