Have you successfully run any version of Skype on that build previously? You'll note the "fix" *only* "fix's" the "MS checks the version number" problem as illustrated in the previously linked image. *If* you have previously run Skype on that build - it may be you can only run the older versions. In which case you can try changing the version number on the older version.
