This is a function of initramfs-tools and not of grub.

Add "text" to the kernel cmdline.

Which you can do by editing the /etc/default/grub file and changing

GRUB_CMDLINE_LINUX=""

to

GRUB_CMDLINE_LINUX="text"

and running update-grub
