I'll answer it without any information...

As an elder in the Church of the Known State, I'm a big fan of
reinstalls. I view a reinstall like spring cleaning: Get rid of that
junk you don't need anymore, get rid of the dust bunnies, and end up
with a bright, clean computer, without the kludges that make the new
version compatible with the old config files.

Also, reinstallation is the time you can review your partitioning, and
see if you need to grow and shrink partitions (obviously this wouldn't
be an issue if I were using LVM, but I'm not).

So, whenever I change from one version to another, I reinstall from
scratch. Whenever I put Linux on a different computer, I reinstall.
When I get a problem, right away I know I can rule out ghosts of
versions past that upgrades let slip through.

I almost never upgrade between one version and another, even minor
versions.
