No, it doesn't. There are occasions (even on stable) where one needs to
additionally run 'apt-get dist-upgrade'. However, don't use it unless:
- some packages have not been upgraded ('apt-get upgrade' will say so)
- you examined the proposed actions with care, because if dist-upgrade
is necessary it means packages have to be installed and/or removed
