This seems to have been caused by a recent change to /etc/default/rcS in Wheezy. I was caught out by it too and had to reset it on a number of my systems.

Others on this list have already mentioned how to set it back to how it was, so I won't bother :)

I think it would have been nice to have a warning of this change of behaviour. I have apt-listchanges installed and I'm sure it didn't notify me of any changes.
