The general advise is that bugs should be reported in Debian, since they might be Debian specific. However, some maintainers for really big packages and with a big userbase (Gnome comes to mind) can't really deal with the amount of bugs, and do recommend to report stuff like this directly upstream. In case of Xfce (also based on previous experience) I would try BTS first, but be prepared to "forward" upstream if the maintainer asks me to.
