I'm designing a Linux/ Apache/ MySQL/ Perl content management system.
Apache typically runs as an unpriviledged user (www-data on Debian). So,
neither my software nor the user will be able to rotate or delete the logs.
On debian, logs are managed by logrotate. Look in /etc/logrotate.d for
the apache2 file which determines how apache logs are rotated.
I expect logrotate runs from cron with root privileges (I am not sure
without further investigation)
