Here's part of the solution to #2 -- I needed to set RewriteLogLevel to something greater than zero:

But, the log is still owned by root:

$ ll apache-sandbox/log/rewrite.log
-rw-r--r-- 1 root root 2082 Feb 20 22:27 apache-sandbox/log/rewrite.log
