I expected that, too, but:
$ file iso/debian-502-amd64-DVD-1.iso
iso/debian-502-amd64-DVD-1.iso: ISO 9660 CD-ROM filesystem data 'Debian 5.0.2 amd64 Bin-1 ' (bootable)
$ sudo mount -o loop iso/debian-502-amd64-DVD-1.iso /media/usb0/
$ mount | grep loop
/dev/loop0 on /media/usb0 type iso9660 (rw)
Interesting. Maybe UDF is only for videos?
# mount -v some_movie.ISO /mnt/movieloop -o loop=/dev/loop0
mount: you didn't specify a filesystem type for /dev/loop0
