That seems to belong the Lenny/Sid version of the octave2.9 package;
Etch has 2.9.9. In any case, I think that octave2.9-forge is broken even
for 2.9.9 (see link below).

I am afraid that you will have to install the octave-forge packages
manually, unless you are willing to go back to octave2.1 and
octave2.1-forge.
