On Debian I think Eclipse is the best bet for Java development. It is available as a standard Debian package.
I found that I like to use the Sun Java platform more than the alternatives mostly because the stuff I write has to run on a number of platforms all of which run the Sun virtual machine. The Sun SDK is available as standard Debian packages too.
