you can list these in /etc/hotplug/blacklist.d/ by creating a new file e.g. local.

Thank you. I still really wonder how Debian load the kernel modules.
It seems Debian loads the modules automatically. And I didn't find the process kerneld. So does it mean that Debian load the modules with the kernel module loader?
