That would really depend on what you mean by "sufficient". I have a 486SX 25MHz system with 16 Megs RAM running Woody right now. It works for what I ask it to do. I don't have XFree86 running on it (nor would I really attempt such a thing). But if you're asking whether the hardware can handle the OS, sure it can.
