When apt can deduce this from the dependency information, you're correct. However, I personally have experienced situations where i saved myself a lot of pain by installing some bit first (apt, dpkg, debconf) rather than trying it all in one fell swoop. Things weren't irretrievably broken, but I did have to run "apt-get dist-upgrade" several times consecutively to get things sorted out. I found the former method to be more efficent. Remember, a dist-upgrade is not the same as an upgrade. In any case, apt kicks ass.
