Dah!!! Just found the problem. I am running version 1.5-5. I followed the directions in /usr/share/doc/spamassassin/README.gz. Thought it didn't seem right but /etc/spamassassin.cf was just like /home/.spamassassin.cf. Then I, finally, took a look at /usr/share/spamassassin/spamassassin.cf. Gee, wonder why that file has all those tests in it and the one in /etc doesn't.... Copied /usr/share/spamassassin/spamassassin.cf to /etc and 'now' it it works as advertised! Doh. My bad, read the docs, read the readme's but didn't see the default .cf file. Wonder why the default wasn't loaded into /etc on installation?
