Isnt there a patch that fixes this? I think the problem is the version of the tulip driver that the 2.2.19 kernel has and you have to update the driver to use the newer tulip based cards.

The CMOS setting for PNP OS may be wrong. This only seemed to matter for PCI cards on my latest installation, a new motherboard with 2.2 Debian. The setting of "PNP OS" to NO gets the bios to initialize the bus/card.
