If the only static route you want is the default route, then it goes into '/etc/network/interfaces' with the stanza that configures the interface. For example, with the following interfaces file, the 'gateway' line specifies that a default gateway that will be added to the routing table through the eth0 network interface. The Debian network initialization script (/etc/init.d/network) will create the default route as you have been doing manually when the 'gateway' line is in the interface definition.
