I do not believe so, thats a different layer of networking(lower layer).

it *MIGHT* be possible if you setup a static ARP entry in your arp
cache, look at the manpage for "arp"

how does the ISP reccomend you manage the gateway? I can't imagine
an isp would do such a thing and not provide DHCP or something to
assign addresses. How do you determine what the IP address is when
you connect?
