I'd recommend at least 80 MB in / (can hold the compilers, necessary programs plus some temporary space) for the initial install. Then migrate the other partitions (/home, /tmp, /usr, /var) as you seem fit. You'll be able to reduce /'s contents to a mere 30-40% of the partition.
