There is no "proper" size. You can stuff anything anywhere you like, 
 but just for sureness I´d go for at least 100 MB.

Be sure to exclude /home, too ;-)

Here´s my partition setup, FWIW:

/dev/hda1                10213      3946      5740  41% /boot
/dev/hda5              1014784    788033    174312  82% /usr
/dev/hda6              1014784    501907    460438  52% /var
/dev/hda7              2028739   1434566    489293  75% /home

As you see, my / is *way* too large, and I have modules from several 
 kernels gathering dust there, and /tmp, too.
