It means "preview 17" -- the 17th pre-release of 2.2.19. The real 2.2.19 would be just 2.2.19. You will also see things like "2.4.7-ac3", which refers to a version of 2.4.7 modified by Alan Cox (ac). Alan is one of the core kernel developers.
