Not that I know the answer.

Since your lockup is not just KB but system itself (telnet throgh
ethernet seems not to work).  It is different from what I exoerienced
with my Toshiba notebook.  For my toshiba, it was conflict between
pcmcia drivers and gpm initialization.  By swapping init script, I could
get it work.  (It was hard immediate KB freeze after booting.)

My suggestion is change BIOS APM settings to some extremes and test it.
Also there are many options for apm in kernel.  So create several types
to see what happens.  Maybe try different init order especially pcmcia
and apm in your case.

I would set BIOS not to go to sleep mode at all and leave everything to
Linux....  ;-)
