Yes, he's missing the necessary deb-src lines.  This is quite well
documented; please do STFW and RTFM first.

If you've already downloaded a Debian source package and applied the
Debian patch, then 'debuild' will produce shiny new .debs.

Yep.  If you want to package them from bare source, go read the
Developers Reference, the New Maintainers Guide and the Debian Packaging
Policy, then go ahead.  You might want to get someone to sponsor you so
that your packages can go into the real Debian archive, or at least post
links on apt-get.org
