IIAC Internet Newsletter

                         Issued on Nov. .20, 1999 (Vol No. 3) 

    Inchon International Airport (IIAC) periodically issues an Internet 
newsletter in both Korean and English to report on the progress of the 
construction state, the start-up  & commissioning schedule and operation 
readiness.   IIAC plans to   forward the newsletter to airlines, international 
aviation organizations, major airports, the press and world investment 
companies at home and abroad via e-mail on the 20th of every month.     

IIA Project Progress 

-   Inchon International Airport, where Korea's 21st century is getting ready 
with aiming aviation-centered new life value, has already emerged from a huge 
flat tract of land  and its opening is approaching with big strides.  Though 
weather gets chilly, nearly 13,000 workers who are unmindful of holidays are 
working with sweat running down in beads. Subsequently, the new IIA will become 
a vital symbol of Korean pride with reflection of promising future.
     
IIA has favorably reached 82.8% progress in the end of last October. Most of 
the facilities of  the new airport, except of Runway 2 and Transportation  
Center, will be completed  by  the end of June  2000. The IIA aims to open in 
the year 2001 following overall start-up and commissioning from July to 
December of 2000. The IIA construction is in smooth progress, as of the end of 
last October, according to the project schedule. Passenger Terminal has reached 
75.6%, runway 81.4%, Transportation Center 42.2%, and airport auxiliary 
facilities (including fueling facility, aircraft hangar maintenance and 
catering facilities) 75.4% and Airport Expressway 87% of completion 
respectively. Airport Integrated Communication Center has been already 
completed. Now the installation of the system inside the building is in full 
swing.  
The full operation of TBTL (Temporary Benchmark Test 
Laboratory) is boosting the nerve backbone system installation, called IICS 
(Integrated Information and Communication System) Having completed the tests 
from TBTL for 32 systems including Baggage Handling System (BHS), these systems 
have been installed or are in progress.  The remaining 9 systems including 
Integrated Traffic Control System will be tested by the end of next February.   
 As for IICS, it has reached 69.5% completion as of the end 
 of last October. IIA's separate start-up and commissioning for the individual  
  facility is very active. Beginning of the BHS last July, the gas static 
pressure tube in the co-generation power plant are set to start-up and 
commissioning on last August. Also the elevator/escalator/moving sidewalk of 
the vertical transport systems at Passenger Terminal has begun the trial on 
last October.
The individual start-up & commissioning for elevators in the Control Tower has 
been completed at the end of last October.  From the coming January, the 
airfield lighting cable and tower will embark on the start-up & commissioning. 
In succession from February the gray water system, the automated communication 
system, integrated safety/security system and air control communication system 
will start.    

Status of Operation Readiness 

The Final Stage for Negotiation of Specialized Marketing Consultancy Selection

-   A specialized marketing consultancy will soon be selected for marketing 
Inchon International Airport. 
IIAC selected a consortium consists of internationally recognized specialists 
as an initial consultancy for negotiating the final contract. 
The contract seems to be concluded in the end of this month if the negotiation 
with   a preferred proposer is successful.
As for the marketing consultancy, IIAC addressed the international competitive 
bid for selection of qualified world specialist and selected a successful 
Proposer through     combined technical and price evaluation. The contractor 
for the marketing consultancy services will implement a marketing plan from the 
date of Contract Award to December 31, 2001. The expected marketing consultancy 
services budget is set at roughly 8 billion won (6.6 million dollars). The 
selected agency will attract major overseas airlines adraw foreign capitals for 
the new airport, and undertake a strategy to differentiate with other airports 
by providing excellent passenger/cargo facilities unequalled to any other 
airports. 

   
   Conclusion of Contract for the Start-up  & Commissioning 
   Consultancy Services draws near.

-   The best  qualified foreign   experts who will conduct the consultancy 
services for the start-up and commissioning of IIA will be selected within this 
month.
IIAC is currently under negotiations with the finest foreign experts who has 
accumulated experience in the trial airport operation. The expected amount of 
consultancy service is estimated 8.8 billion won(7.3 million dollars). 
Upon conclusion of the contract, 18 foreign experts will be assigned at IIA 
site in early next month and expected to accelerate the existing start-up & 
commissioning     preparatory work.

   Collection of Lease Amount from Government Agencies at IIA

-   IIAC will impose a lease amount on the 16 government agencies stationed at 
IIAC such as the customs and the immigration bureau, etc.

These government agencies will be located within either the Passenger Terminal 
and the Administrative Building inside the International Business Center.
The government agencies include the quarantine station, police squad, manpower 
administration office, etc. in addition to the customs and the immigration 
bureau.     IIAC has come to review to make an unequalled lease amount between 
the Passenger    Terminal and the Administrative Building. Since Kimpo Airport 
has no separate administrative building for the government agencies, IIAC 
provided an office space   within the Passenger Terminal at no charge.    

   Excellent Meteorological Conditions with Little-Impacted 
    Flying from a Fog

-   All airlines serving at IIA can be fear-free from a suspension of their 
flying from a fog. The recent study from "Korea Ocean Science Technology 
Limited" has shown that a situation incapable of landing and take-off with less 
than 200 meters of visibility at IIA due to a fog is only 40 hours and 11 
minutes a year. This statistical data came from   fog hours are surveyed from 
November 11, 1990 to September 1999.
This fog level at IIA is very favorable, which does not reach 50% of the fog 
hours surveyed  at Kimpo during the same period.  Kimpo's  thick fog hours with 
less  than  200 meters of visibility was only 83 hours and 49 minutes a year. 
Under such fog level and less than 200 meters of visibility, IIA will belong to 
a desired CAT-IIIa level capable of safe landing and take-off. If IIAC acquires 
less than 50 meters of the visibility from fog level, IIAC's aviation category 
will be upgraded to CAT-IIIb. The Korea Ocean Science Technology Limited will 
continue to study the fog at IIA until January 2001.

   At least 21 million Passengers for international flights expected at Early 
Stage of Airport Opening 

-  The number of passengers for international flights is predicted to reach 
about 21 million people in 2001. "Leigh Fisher Associates" report upon IIAC's 
request, which   was prepared by American airport operation consultancy, has 
shown that the international traffic demand in IIA would reach 20.9 million 
people in 2001. 
Subsequently, the air traffic demand is expected to increase over 7% on average 
in a year and reach about 27.4 million people in 2005, which will exceed the 
designed people to handle capacity of the Phase 1 facilities at IIA.  In 2010, 
it is anticipated to reach 36.9 million air traffic demand.
  
   Event
   Ceremony of Putting Up the Ridge Beam for Cargo Terminal

-   The ceremony of putting up the ridge beam for the Cargo Terminal that will 
be operated by IIA Foreign Air Carrier Cargo Terminal Corporation (IIA FACCTC) 
was held on November 9, 1999 and was attended by the IIA FACCTC and the 
relevant Constructors.
The airport cargo terminal will be built with the BOT (Build, Operate, 
Transfer) Contract on the total floor space of 63,690 sq. meters, investing 
about 56.9 billion won and handling capacity of 400,000 tons of cargo a year. 
Hyundai and Kumho construction companies will jointly construct the building 
that will be operated by the IIA FACCTC consisting of UPS, Fedex, etc. The 
cargo terminal started the construction on July last year and will be complete 
on October of next year. 
Upon completion of the cargo terminal, the Contractor IIA FACCTC will have the 
rights to operate the building for 12 years.
IIA FACCTC will operate only one cargo terminal building among 4 IIA cargo 
terminals.
IIA will have the latest cargo terminal on the total floor space of 165,000 sq. 
meters at the airport opening when the Phase 1 construction is completed, with 
handling capacity of 1.7 million tons of cargo a year As for the remaining 3 
cargo terminals, one is being constructed by Korean Air to handle about 800,000 
tons of cargo a year, and two are by private company, Asiana Airport 
Development Company. 
IIA plans to expand the cargo terminal complex and build the world class cargo 
logic center on the total floor space of 871,200 sq. meters to have the 
capacity of handling 7 million of cargo annually. 

    Ignition Ceremony for Gas Turbine 1 of the Co-generation Power Plant  

-   The ignition ceremony for gas turbine 1 of the co-generation power plant 
was held on November, 10 at the east of the construction site, and was attended 
by IIAC and the relevant Constructors.  This ignition ceremony was to tell that 
all equipment     installations have been fully completed as scheduled without 
any failure or delay.
The co-generation power plant has been designed with two gas turbines and 1 
steam turbine to generate 127 mega watt per hour. 
The electricity capacity has been designed with having over 20% to spare,which 
is expected to sell the surplus to Korea Electric Power Corp. (KEPCO).
Another ignition for gas turbine 2 will be held on November 25.
Through this co-generation power plant, the electricity will be partially 
supplied into the airport facilities from February 2000. Currently, IIA is 
being supplied the construction electricity from KEPCO.
The co-generation power plant, whose construction began in April 1998, is under 
  way by private companies, Kumho Industrial Co. and Hyundai Engineering & 
Construction Co. with a total budget of 160 billion won, and will be completed 
on October 2000.
The private sectors will have the rights to operate the facilities during 14 
years    upon completion of the construction.


The introduction of airport facilities

    Runway, Taxiway and Apron

    IIA will have nearly 120 various sized airport facilities. 
      This volume No.3 of IIA Newletter introduces runway and apron. 

-  runways have  been designed  to  accommodate Boeing 747-400 and future 
supersonic and larger aircraft.
In Phase 1, 2 runways will open to use with 3,750m long, 84m wide and docile 
pavement thickness of 105cm.
The two runways are being constructed in parallel in the direction of north and 
south at the east of the Passenger Terminal.
With excellent meteorological conditions prevailing winds 98% of the time, the 
runways have been designed in parallel.
The gap of 414m between runways 1 and 2 leads to simultaneous take off.
Taking into account future air traffic demand, IIA reserved the 5th runway land 
to accommodate possible greater aviation demand.
Another 2 runways will be built by 2020 in phase and located in parallel in the 
direction of north and south at the west of the Passenger Terminal.
The distance of about 2,075m between two runways in Phase 1 and future phases 
will be able to make simultaneous landing and taking off.  About 6.6 million 
s.q meters at the east of the airfield has been reserved for additional 1 
runway in future.
In the vicinity of runways, 4 parallel aprons will be installed with 99m 
clearance between the taxiways so that the aircrafts of the future such as 
Boeing 747, larger E       class aircraft, and next generation super larger F 
class aircraft of 84m wingwidth can be accommodated to avoid any interferences 
in maneuvering on the ground.    Passenger Terminal boarding gates have also 
been designed to accommodate the D to F class aircraft.
In Phase 1, Passenger Terminal 1 will have 44 boarding gates and 18 remote 
aircraft parking stands for accommodating 62 larger aircrafts simultaneous 
parking on the Airside.  Through future expansion of the IIA, IIA will have 
apron on the total floor space  of 6.3  million sq. meters which 153 larger 
aircraft can stand simultaneously.
