**Progress Report**

        While Inchon International Airport revealed its magnificent view, 
lights were turned at the air
     port control tower, passenger terminal and runway, indicating that the 
opening of the airport 
     is near at hand. Total construction progress of the airport as of the end 
of November is 85.4%.     Final finishing work is in progress on the verge of 
launching splendid flight in 2001. 
     Construction of the passenger terminal, runway, transportation center, 
power feeding facilities
     , and other auxiliary facilities at the airport including flight 
maintenance system and 
     in-flight food feeding facility have been progressed 79.5%, 84.8%, 44.6%, 
81.3% and 89.3%, 
     respectively. 

        Temporary Benchmark Test Laboratory that has been in operation starting 
from last April is 
     performing the software test for 39 system groups in three implementation 
stages. Interface 
     test of each system has been finished. Currently, inter-operability test 
of the individual 
     systems is in progress. When the inter-operability test is completed, 
integration test will be 
     performed, and application of them to the site will be carried out. 
     Independent from the inter-operability test, machines and electric 
hardware that constitute the
     39 systems are being installed. Through the software test and hardware 
installation, 
     installation progress of the Integrated Information Communication System, 
the nerve system of 
     the airport management has been put on its orbit. As of the end of 
November, software and 
     hardware installation of the airport has been progressed 74.4%. 

Progress 1: Completion of Underground Pass Tunnels

        A Japanese specialist firm diagnosed the pass tunnels are free from 
safety problems. 

        The underground pass tunnel linking the apron of the passenger terminal 
and the cargo terminal,
     built under runways were turned out to be free from safety problems. This 
result came from a 
     series of precise safety diagnostics carried out by Japanese Oriental 
Consultant. According to 
     the results of diagnostics, the bentonite used for flood prevention on the 
outer wall of the 
     underground tunnels work properly so that the tunnels are perfectly safe. 
     The bentonite contains clay extracted from volcanic sand so that the clay 
expands when it meets
     water and creates waterproofing films. 
     The Oriental Consultant performed general safety and durability test on 
the underground tunnels
     centering around performance of the waterproofing materials and corrosion 
of metal frames from      August to November, and unveiled final results of the 
test on November 13. 
     The airport installed two tunnels on the south and the north crossing the 
runways. 
     Each of the underground tunnel is a four lane road with the length of 
1050m, height of 7.1m 
     (the north motorway is 7.7m), and width of 20m (the north tunnel is 29m 
including the common 
     part.) The ceiling is located on the 7.5 meters under the ground. Bottom 
layer of the tunnel is
     located 14.9m under the ground. Thickness of the ceiling and the bottom 
layer is 120 cm, and 
     the wall is 100 cm thick to support 600 ton-grade flights greater by 200 
tons than B747-400, 
     the heaviest flight in the world weighing 394 tons. Progress of the 
underground tunnels is on 
     its final stage with their road lamps turned on. The tunnels are being 
used for passage of the 
     vehicles for the airport construction. 

Progress 2 : Automated Radar System Installed on Sinbul Island and Wang 
Mountain 

        The automated radar systems unveiled their appearances at Sinbul island 
and Wang mountain near 
     the airport. The radar, manufactured by Thomson-CSF, France, and then 
transferred to the IIAC, 
     contains radar antenna in its white and round ray dome, and then is placed 
on a 20 meter-high 
     structure frame. 
     The radar monitors all of periodic and non-periodic passengers flights and 
military flights in 
     a 60 notical mile-wide (about 110 km) area centering around the airport, 
and sends distance and
     angle data to the Automated Radar Terminal System. 
     The Corporation plans to complete all of cabling work and equipment 
installation as of February
     ,2000. Job progress as of Dec. 15 reaches 90%.

Check-In Counter Allocation Completed. 
 
     Inchon International Airport Corp.(IIAC) announced October 29 that the 
allocation of check-in 
     counters for departure processings at the passenger terminal of Inchon 
International Airport 
     was concluded. Korean Air and Asiana Airlines, two flag air carriers, were 
assigned to the east
     ern side as well as the western side of the terminal, while foreign 
airlines were stationed to 
     the western side, it said. A total of 11 "check-in islands." (each island 
has 36 check-in 
     positions) will be installed on the 3rd floor of the terminal. Of them, 7 
check-in islands 
     except 2 on each farthest end will be put into operation when IIA is 
opened in 2001. 

     Check-in counters exclusively for domestic flights will be installed on 
the farthest eastern 
     side. 

     Korean Air will use 2 eastern side "check-in islands" adjacent to central 
hall and 1 western 
     side check-in island adjacent to central hall. Asiana Airlines will use 
one and half check-in 
     islands on the estern side, next to Korean Air. 

     Meanwhile, foreign airlines including Northwest Airlines, Japan Airlines 
and Cathay Pacific Air
     ways will use check-in islands on the western side next to Korean Air. 

     An IIAC spokesman said, "As domestic departure gates and VIP rooms are 
located on the eastern 
     side of the terminal, we allocated check-in counters on the eastern side 
to flag air carriers 
     in order to promote convenience for transfer passengers." 

     "In the process of allocations, we had tried to comply with international 
practices. 
     We gave priority to airlines which will use IIA as a home base." He added. 

     IIAC had carried out several presentations and a series of discussions 
with user airlines. 
     Following the allocation, IIAC is planning to complete its allocation of 
offices inside the 
     terminal for airlines and ground operation companies within this year. 

     IIAC is also planning to complete its concession contracts such as 
duty-free shops and 
     restaurants as soon as possible. The passenger terminal which is 1,066m 
long, 149m wide and 33m
     high, is an extra-large building with 4 stories above ground and 2 stories 
below ground. 

     The 3rd floor of the terminal is to be used for departures and the 2nd 
floor for arrivals. 
     IIA is capabled of handling 6,400 passengers and 32,000 baggage per hour. 


Airport Operation Planning Roon to be opened.

        The Inchon International Airport Corporation plans to install an office 
for checking operation
     readiness starting from the year 2000 in order to prepare for successful 
launch of the airport
     services. 
     The briefing room will be 20 pyongs(one pyong equals 3.3 sqare meters) 
wide in the conference 
     room of the Corporation management and planning team with one full-time 
manager appointed. 
     The manager of the briefing room will be selected from managerial persons 
in the Corporation. 
     The manager is responsible for creating check list for preliminary work of 
the airport 
     operation to check the job progress day by day under full-understanding of 
the relationship 
     between unit jobs, consulting pending issues with the departments 
concerned, and reporting the
     results to the chief operating officer of the corporation (a 
vice-presidential person). 
     The chief operating officer will, based on the reports, held meetings at 
the airport 
     operation planning room  to encourage to finish uncompleted jobs, and 
solve problems in 
     concerted efforts. The planning room will place the airport facilities 
layout diagram, 
     construction and trial-operation progress table and operation readiness 
schedule. 
     The Corporation has operated civil construction progress briefing room and 
construction 
     progress briefing room in order to manage the airport construction more 
effectively. 

Trial Test of Inergen, Fire Extinguishing System Successful. 

        Trial test of the fire fighting system using Inergen gas, non-toxic 
fire fighting chemical, 
     was successfully completed on Dec. 16. 
     The test carried out at the presence of the employees of the Corporation, 
government officials,
     and key persons from fire fighting organizations, groups and the press 
proved high quality of 
     Inergen against some negative opinions. 
     The fire fighting system extinguishes fire using the Inergen that has been 
acknowledged 
     internationally as non-toxic chemical to human body. Upon fire, fire 
detector will drive fire 
     alarm for 30 seconds. Then, the Inergen gas will automatically be released 
to fall down the 
     density of oxygen in a short moment in the place where fire is generated.  
     The Inergen system is part of the airport fire fighting system to be 
installed in control tower
     ,integrated information and communications center, passenger terminal and 
other places where 
     important equipment units are to be located. The Inergen system will fight 
fire with no use of 
     water in such places as communication room and computer room that contains 
significant machines
     and equipment. 
     The air pressure caused by exhaustion of the Inergen gas can be extracted 
through the 
     exhaustion hole located on the ceiling. And the ceiling contains a 150 
cm-high intermediate 
     space to disperse the air pressure. 
     Most of the airport facilities contain spring cooler and outdoor fire 
fighting facilities. 
     The gas fire fighting system will be installed in part of the whole 
airport facilities 
     (846,000 m2) where key electronic and telecommunications facilities are 
installed. 
     The Inergen system has been installed in the Uljin Nuclear Power Plant 
No.3, Hansol Corporation
     building and Deawoo Motor building in Korea. 

Trial Operation Technology Service Agreement Signed. 

        DLiA consortium lead by Deutsche Aeroconsult in Germany was chosen for 
technical consultation 
     service firm to manage trial-operation of the airport. The Inchon 
International Airport 
     Corporation and the DLiA consortium signed 8.8 billion Korean won worth of 
service agreement 
     on Nov. 30. According to the contract, 18 technical experts of the DLiA 
consortium will reside 
     at the airport construction site until the airport launches full-scale 
services in 2001, and 
     carry out all of preliminary work for trial operation of the airport in 
cooperation with the 
     personnel of the Corporation. The experts are responsible for 
establishment of trial-operation
     plan, management of trial-operation interfaces, creation of 
trial-operation procedures, 
     carrying out of trial operation of telecommunications facilities and 
equipment in the whole are
     as of BHS, passenger terminal, airport security, training and education 
and airport movement. 
     On the other hand, some trial operation personnel of the Corporation were 
dispatched to 
     Frankfurt, German on Dec.,5 and started joint jobs with DLiA personnel. On 
Dec.7, one expert of
     DLiA arrived in Korea to start joint business at the construction site. 
Other foreign experts 
     will come to Korea during January after detailed implementation plan is 
created. 
     The DLiA consortium consists of foreign advanced firms with many 
experiences in airport trial 
     operation.  

**Events** 

Inchon Airport Won Grand Prize of the Environment and Culture Awards in 
Landscaping. 

        Inchon International Airport was selected to win grand prize in the 
10th Environment and 
     Culture Awards in landscaping hosted jointly by the Ministry of Culture 
and Tourism and the 
     Korea Economic Daily on Dec. 8. 
     A park located in southern region of the airport beat the Yoido Park in 
Seoul that reached the 
     final competition out of total 26 exhibitions, and won the honor of grand 
prize. The wining of 
     the grand prize represents that Inchon International Airport pursuing to 
create a beautiful and     splendid airport adaptive to the environment is 
ready to be a new living center for the 21st 
     century human beings. 
     The 210,000 m2 (64,000 pyongs) wide park contains about 15.7 km long sweet 
brier road, 6 km 
     long bicycle road/promenade, Fine Tree Park, Demaedorang Road Park, Kapmun 
Park, Fine View 
     Plaza and Spring Flower Hill. 
     The park was constructed with total cost of 5.4 billion Korean won from 
June to September this 
     year. 

Commercial Gas Station Start Operation Near the Airport Site. 

        Gas station equipped with five storage tanks and 8 gas feeding machines 
was installed near the
     airport site, and held opening ceremony at the presence of the Corporation 
employees and 
     officers, and the persons of the installation firm and the land owner. 
     The gas station started installation on December, 1998 by Hyundai 
Engineering & Construction 
     Co., (Ltd.) will be operated by LG-Caltex as of December, 2002 as lessee. 
     Opening of the gas station will give conveniences to the vehicles moving 
around the airport 
     construction site thus to contribute to make shorter the overall 
installation period of the 
     airport. 
     The gas station installed on a 1900 m2 wide space is located at Sammok 
island on the east of 
     the airport. Opening of the airport has meaning as it becomes the first 
leased facility that 
     generates a rent for the airport. 

Human Plane, Flights toward the New Millennium and the New World!

        Two thousand young men and women in their twenties will create next 
generation "Human Plane" 
     and flight toward the new Millennium and the new World. 
     At midnight, Dec.31, super-sized Human Plane containing the new dreams and 
hopes toward the new
     age will run the runways of the Inchon International Airport, and flight 
forward the new 
     Millennium departing from the old age. 
     The Human Plane is a man-made mosaic flight created by 1,000 young 
couples, the heroes and the 
     heroines who will lead the 21st century simulating the view of the next 
generation ultrasonic 
     flight to be commercialized as of 2005. 
     The dreams of the new Millennium that will shape the plane crossing the 
sky of the new age will
     seize lamps hand in hand and run the 3750 meters long and 84 meters wide 
future-oriented 
     runways toward the new world. 
     The Human Plane event will be held jointly by the Corporation and the new 
Millennium 
     Preparation Committee as part of the New Millennium events to be held in 
connection of three 
     positions of Kwnagwhamun, ASEM building in Samsung-dong and the Airport. 
     Rehearsal of the event will be held on the first runway of the Airport at 
night of Dec., 27. 
     The Corporation installed and turned on 10,000 lights at the runways, 
guidance roads and apron 
     and installed lights also on the roof of the passenger terminal. 

**Information on Airport Facilities** 

Control Tower

     Upon coming into IIAC, the symbolic control tower, which comes in sight 
first, is located at 
     the intermediate zone of a boarding building No. 2 or  in the midst of 
airport site in 
     Youngjong island. Its construction began in Sept. 1997 and is going to be 
equipped with control
     systems. It reached 100 percent completion of exterior work in the last 
Sept, and its interior 
     work is in full swing for advanced safety.

     The control tower as the heart of building for air control is equipped 
with communication 
     intelligence systems.
     In addition, it is directly involved with aerodrome air/ground 
communication services for 
     smooth airport operations and aircraft services.
     All sorts of facilities such as control facilities play the most 
significant role for the 
     safety of aircraft and passengers.
     The control tower which seems to greet aircrafts over the sky and sees  
them off to the 
     farthest is located in the heart of IIAC and it is the most symbolic and 
highest building 
     Through intelligent control facilities, stormproof design, installation of 
HMD, and 24 hour 
     operation systems, it ensures the safety of aircraft and passengers for 24 
hours a day 
     continuously.
     The control tower as a safety keeper is 100.4m in high. The octagonal 
building, which contains 
     22 stories above ground and a ground floor, shows the typical beauty of 
the Orient and in yet 
     intertwined with a future-oriented image.
 
< Key Concept Of Its Design> 

Though its location in the midst of the whole airport area the tower gives life 
to images of the intelligent airport, by harmonizing a mass with geometrical 
figures such as a triangle, quadrangle, and octagon. This provided the control 
tower with its unique identity.

Glass and stainless steel was used to put an emphasis on a nature-friendly but 
high-tech image.
With the help of the perfect stormproof design through a wind tunnel test and 
the installation of HMD for the sake of its structural stability, the tower is 
safe from violent  breeze at a velocity of 61 meters per second and a strong 
earthquake registering 6. Its serviceability was not only maximized for its 
controllers not feeling the shaking of the building at a wind velocity of 25 
meters per second, but the newest satellite navigation system was built to 
guarantee in safe aircraft operations.

<Architectural Design>
 
Due to its building style as a tower, the control room was built as a 
steel-frame construction and its core was designed for its inner wall to be 
able to resist  horizontal force.
The PIT floor which upholds the whole of the control tower was constructed out 
of well-harden sand so as not to be shaken with an oscillation.
In addition, after conducting an experiment of wind tunnel and oscillation to 
secure the structural stability about wind and earthquake loading, the perfect 
stormproof design was implemented. Only after conducting thorough tests in the 
wind tunnel a oscillator to examine its structural stability has the stormproof 
design been implemented.


<Plot Planning>                 
     
The main feature of the control tower is its zoning concept, in order to 
maximize passengers' convenience. The building is divided into the upper and 
lower parts  on its shaft£­ zoning the lower part into the front and rear faces 
and again zoning these faces on the core into similar rooms in use.
In order to perform an efficient control service and to arrange motion lines, 
the upper part is zoned into control service-related rooms and supporting 
facilities, 

the lower part into public welfare-related facilities and service-supporting 
facilities, and the ground floor into machine/electricity-related facilities.
In particular, the control room is located on 22nd floor and has an 
unobstructed visual field to the front as well as to the right.
Its Access Floor was made in 80cm in order to secure controller's vision and at 
the same time to process smoothly the wiring of lines of 
facilities/communication.
Its wide space of 54 square cm? was secured in order to process control 
services in comfortable conditions.


< Elevation Planning>

The whole of elevation structures was designed for the lower part to be 
harmonized with the upper part and was oriented to the artrium of main axis 
direction, this as well as for its shaft, separated from the lower part, gives 
an image of soaring up from the ground.
On the other hand, the upper part is composed of geometric figures such as a 
triangle, quadrangle, and octagon and its exterior design consists of glass, 
stainless, steel and so forth, in order to present a modern image.
Also, the upper part focuses on the presentation of variety depending on one's 
viewpoint and angle by utilizing the mass change of the facade and 45 degree 
face.

< The Finish Of Its Exterior Design >

Exposed concrete, glass, and stainless applied to the exterior design fuses a 
classic image into a modern image and the exterior design is designed to 
emphasize a future-oriented architectural beauty of IIAC which will play a 
leading role as the air base of Northeast Asia in the coming 21st century.
In particular, the exterior design its of stainless as a symbol for durability 
and smoothness is excellent and maintenance is simple. Considering IIAC being a 
construction based on sea, material is needed, with a long durability against 
salt content from seashore area, and at the same time of aircraft noise and 
endure oscillation.
For the shaft in order to be seen thin and long, other materials were not 
finished and exposed concrete was applied to the shaft.
Also, because most of the upper part was composed of glassed curtain walls, 
IIAC was careful with the selection of glasses.
IIAC focused on securing the visual field of the control room and the  
economical uses of energy.
Because of its importance for the control room, the both-sided strengthen glass 
- T52 3-Element System in 50mm - had been selected after a careful and analysis 
of its permitability, reflectance rate of lighting and the transmissibility of 
solar heat.
The glass helps to prevent mis-actions, and it helps the outer curtain walls to 
keep intelligent functions and high performances by minimizing temperature gaps 
and changes thus minimizing the coasts for energy.
White paint was applied to the part of the shaft in order to be harmonized with 
the whole green color of the curtain walls. The characteristics of the 
projected concrete was fully utilized in order for their oulines to be 
glamorized in night lighting.
These efforts are programs to put an emphasis on celadon green color called the 
symbolic color of IIAC, to express effectively the modernity of the 
constructure and to ease the combination of all the colors.


< Color Planning >
The color planning on the building is another tool to present its functions and 
images.
IIAC selected the color planning in accordance with the two following standards 
in order to present its images and functions:

First, the restrained color range was applied to present effectively the 
features of the control tower.           
Second, the same color as other buildings was applied to unify the images of 
the whole buildings.
The whole colors of IIAC are utral color and white among which celadon green 
color was selected to symbolize IIAC.
The colors applied to the control tower and the neat neutral color help to play 
a significant role in remarking the symbolic celadon green color.
The identity gives visual pleasure to passengers.

- The celadon green color - single primary color series - presents the symbolic 
images and features of IIAC.
The color is a Korean traditional color and the famous color for Koryo Celadon 
color which can be harmonized with nature is applied to the color.

- Application of the neutral color - the colors are used for expensive 
finishing materials such as building stone, wood, aluminum, and stainless. 
Nobel and sophisticated styles look much better.
Also, in combination with neutral color and as such rejecting notions of 
fashions but maintaining images for a longer period of time.

- White color - The white part applied to the control tower gives a modern and 
high-tech image.
The color forms the control tower into various figures, depending on a subtle 
change in color and lightness.


< The Programs On The Outer Lighting>
The control tower of IIAC will light up for 24 hours.
The tower shows a fantastic scene by the outer lighting in night in order to 
become 'a more beautiful and functional sky keeper' 
The outer lighting is based on making Korean-like images come to life to the 
maximum extent.
When watching the games of the light and darkness and its change according to 
the time, you will feel the grandosity of the building in 100.4m high.
The angles of columns will be made to come to life by putting differences of 
brightness on flare lamps on the octagonal shaft.
The roof over the control room is focused on the line.
In particular, the raider dome on the top of the control tower is going to be 
illuminated.
The outer lighting shows are scheduled to be divided into summer and winter 
programs and show at least eight classes by producing four events each.

The  spirit of "safety-first" is the main message conveyed by the control tower 
which manages and controls all kinds of air control facilities and satellite 
navigation systems on the whole.
With the harmonization of the construction philosophy - the spirit of 
"Safety-first" in any situation such as strong storm, earthquake, and damage 
from salt water - expressed by a careful arrangement and its colors, the 
control tower of IIAC is born again.
