One thing to try is to incluse localhost as one of your local domains. In eximconfig, answer 'localhost' in addition to any other addresses you may have in answer to the "Does this system have any other names which may appear on incoming mail messages..." If that doesn't help, i can compare your exim.conf if you wouldn't mind sending it.
