My problem was to have replaced "stable" with "testing" in sources.list, including the Debian security source. I then called apt-get update and then dist-upgrade. So, I changed "testing" back to "woody" for the security source, and was able to install Perl etc.
But now I wonder: is it OK to keep the security source in sources.list when using testing? Thanks.
