Here is what I personally suggest you do. There's probably something wrong with the apt-get package unless this is happening with a lot of other programs and then that means it's going to be one of your shared libraries either glibc or the stdc++ libraries. I suggest you use ftp (pref lftp) to get a new copy of apt if that still doesn't work start looking at installing different library versions (though I've always found all the libraries to be more than stable).
My version is 0.1.10 (I updated myself on potato not too long ago 'man -k' works again YAY).
