When running on the console, Emacs does not respond to several keys. For example, the following keys have no effect when the ALT key is used as the meta modifier: M-% M-! M-< M-> Here, alt-shift-1 (M-!) does not work, whereas esc-shift-1 (also M-!) works as expected.
