Quite honestly, I did not make it happen myself and I do not know how ti happens. But I recall that during Debian installation, I had attached the USB floppy drive during the whole process and probably had a floppy disk in it. I am assuming the Debian installation process made the necessary customizations to get the icon on the desktop. OR perhaps Gnome did that in some way when it was first installed.
